What is Tribute? “Tribute” is a master planned community of Castle and Cooke Arizona, Inc., located within the city limits of Sierra Vista. At full build-out, this development will include up to 6,959 homes on 1,916 acres, and could house 17,000 residents. The development will include commercial development, open spaces, public school sites and other public facilities. Residential housing will consist of single and multi-family units and will include high, medium and low density housing areas on lots ranging from 3,150 to 20,000 square feet. The development will feature a variety of open spaces and recreational areas for residents.
How will this development impact groundwater? All development impacts groundwater, and all water use is of concern within our sub-watershed because of the potential to impact the San Pedro Riparian National Conservation Area (SPRNCA) and Fort Huachuca's Biological Opinion (BO) with the Fish and Wildlife Service. However, planned development can significantly lower the impact on the aquifer and still meet public demand for housing. At full build-out, the “Tribute” development is projected to use approximately 2,000 acre-feet of water per year as follows:

The Development Agreement specifies... The developer will have three years to convert the Pueblo del Sol golf course from groundwater irrigation to treated effluent once a special treatment facility is constructed by the City. Treated wastewater from this facility will also be used for landscape irrigation of all public areas, rights of way, parks, school sites, and commercial areas within the development, subject to the conditions in the agreement.
